PROPOSAL NUMBER: 004-07

1. Date proposed 5/10/07. Sponsor: Bruce Meyer and the Denver Green Party

2. TITLE:
Returning GPUS State Sharing money to the GPUS

3. FULL PROPOSAL:
The GPCO agrees to help the GPUS secure firm financial footing by returning State Sharing funds for calendar quarters 3 and 4 of 2006 once such funds are deposited in the GPCO account. The GPCO balance for these two quarters is $556.

4. BACKGROUND:
The current accounting at GPUS has the national party owing the GPCO $556 as part of the State Sharing program of contributor dollars. These dollars are for calendar quarters 3 and 4 of 2006. As the national party is in a dire financial situation, numerous states have assisted by making an arrangement to be paid the State Sharing amount and then correspondingly sending an equal amount back to the GPUS.

The GPCO has been paid for 2006 Q1 and Q2 State Sharing amounts.

5. Justification/Goals:
This amounts to a wash in terms of funds on hand, though the GPCO has made good use of these State Sharing funds in the past.

The State Sharing plan is still in place at GPUS and payments will be made per calendar quarters 1 and 2 of 2007 as funds come available. Recent passage of a State Sharing adjustment proposal by the National Committee offers us a greater percentage of state initiated fundraising and a smaller percentage of national office initiated fundraising.

The Denver GP submits this proposal for agreement as a one time arrangement to assist the GPUS in getting back to firm financial footing heading into the 2007-2008 election cycle.

6. Pros:
The national party reduces its debt to Colorado in an attempt to secure better financial footing.

Cons:
GP Colorado is without the $556 that would otherwise be ours to spend on projects and candidates.

7. Alternatives to the proposal:
a) Taking no action would leave us in the queue to receive our $556 as soon as funds are available.

b) We could agree to send part of the $556 back to GPUS, not the total.
