2. Title: Return of deposited money
3. Text of the actual Proposal:
The Royal Gorge Green Party is requesting that the GPCO return $1500 of the money deposited with the GPCO by the RG Greens last year. Any amount over $1500 will remain with the GPCO.
4. Background: Due to a printing error, the RG Greens needed to deposit the proceeds of the Florence Farmers Market with GPCO and then ask for that money back from the state organization; this was mentioned at the last State Meeting. This has been done before with no problem but usually at a state meeting.
The bylaws state:
4.2.3. The Council sets the agenda for the state meetings, decides on issues needing expedient attention between state meetings, handles administrative tasks, and acts as representative to the press on state issues, as well as representing the Green Party of Colorado to groups interested in establishing locals where none exist. The Council can make appropriations from the GPCO bank account of $200 per item or less by a 60% vote of the Council, in consultation with the Treasurer to insure availability of funds. Expenditures above $200 per item require consensus of the Council or a 60% vote at a state meeting.
So to pass, this proposal must have no blocking concerns or stand asides.
5. Justification/Goals: The Farmers Market Committee of the RG Greens needs funds to begin this year’s cycle so we are asking for the disbursement of these monies otherwise financing will be needed.
6. Pros: Allows the 2009 Market to move forward in a timely manner.
Cons: Should be done at an annual meeting.
7. Alternatives to the proposal: Disbursing a reduced amount. Not returning the money. Postpone disbursement until the annual meeting.
