UPDATE: these results were certified via a unanimous vote of the state council, the vote of which concluded on April 25, 2020 at 11:59 pm.

The following are UNCERTIFIED results of the “virtual primary” that concluded on April 17, 2020 at 11:45 pm:

Howie Hawkins received 29 votes
Dario Hunter received 13 votes
Sedinam Moyowasifza-Curry received 2 votes (write in)
David Rolde received 1 vote
Jill Stein received 1 vote (write in)

Therefore, delegates apportioned are:
Howie Hawkins: 63% of delegates, or 4 delegates
Dario Hunter: 28% of delegates, or 2 delegates
Uncommitted: 9% of delegates, or 1 delegate

The votes were cast via Election Buddy, an online voting platform that ensures secret voting by substituting a code in place of the voter’s name.  The administrators of this election were not able to see any results until the vote had closed.  Each voter received a key and link via email, and they can visit the site to ensure their vote was cast.

Delegates will be selected separately in a process that will be announced by the Secretary of the Green Party of Colorado.

The proposal listed below is being submitted to the Green Party of Colorado state council for a vote to certify these results, which should be final on April 25, 2020 at 11:59 pm.

Proposal 003-20: Certification of 2020 Presidential Nomination Slate

Per section 4.1 of the GPCO Procedures and Guidelines, “ 3.8.1.4.4. Any candidate or choice getting less than the “threshold percentage” in votes is eliminated. The threshold is given by the formula “threshold percentage” = (1 / number of delegates allocated by the GPUS to the GPCO) * 100.”

Section 3.8.2.1: The final vote results will be converted to percentages of total votes cast and each of the surviving choices and candidates will have the appropriate percentage assigned to them.

Section 3.8.2.2.: “The number of delegates assigned to a choice or candidate is given by the formula ND = CAP * DC, where: ND is the “Number of Delegates assigned to a choice or candidate” CAP is the “Candidate’s assigned percentage”, which is derived in 3.8.2.1 DC is the “Number of delegates and proxy votes in attendance at the nominating convention vote”

There are currently nine (9) active voting chapters in the Green Party of Colorado. Adoption of this proposal requires an AGREE of at least 60% of all votes cast and also requires a minimum quorum of at least one response from five (5) chapters

Basic Information:
1. Date Proposed: April 18, 2020

3. Title: Certification of 2020 Presidential Nomination Slate

4. Text of the actual proposal: The Green Party of Colorado is apportioned 7 delegates to the GPUS Presidential Nomination Convention for 2020 and therefore apportions 4 delegates to Howie Hawkins, 2 delegates to Dario Hunter, and 1 uncommitted delegate.

5. Background: In the Virtual Primary voting that concluded on April 17, 2020, there were a total of 46 votes cast, and the results were as follow:

Howie Hawkins received 29 votes
Dario Hunter received 13 votes
Sedinam Moyowasifza-Curry received 2 votes (write in)
David Rolde received 1 vote
Jill Stein received 1 vote (write in)

Since Howie Hawkins exceeded the 60% threshold in the first round, no other rounds were considered. Votes listing #4 were first choices, and #4 votes were used for the calculations that follow.

Per 3.8.1.4.4 of the Procedures and Guidelines document, the threshold percentage to be apportioned any delegates is 14% (rounded from 14.28%). The candidates who met threshold are:

Howie Hawkins: 63.04%
Dario Hunter: 28.2%

Per 3.8.2.1 of the Procedures and Guidelines document, the number of delegates apportioned is calculated by the percentage of votes received. Votes not cast for a “surviving candidate” become uncommitted. Therefore, the apportionment is:

Howie Hawkins: 63% of delegates, or 4 delegates
Dario Hunter: 28% of delegates, or 2 delegates
Uncommitted: 9% of delegates, or 1 delegate

Voters cast RCV ballots, but upon one candidate receiving more than 60% of the votes cast, the voting ended at the first round.

Delegates will be selected according to a process that the Secretary will develop, at a later time.

6. Justification/Goals: to satisfy requirements under the Procedures and Guidelines document, given the COVID-19 pandemic and to ensure health and safety of Greens in Colorado.

7. Pros/Cons: To comply with state statute regarding the deadline of April 18, 2020 to nominate candidates.
